Board Adopted Policy Principles
West Basin Municipal Water District does hereby adopt the policy principles contained herein, with dedication to the achievement of the District adopted mission,
“To provide a safe and reliable supply of high quality water to the communities we serve.”
In accomplishing this mission, West Basin Municipal Water District shall continue its practice of building community partnerships and acting with environmental responsibility in the development of these resources.

Article I. Water Supply, Quality and Reliability
Section 1.01 Water Supply
- Support the development of long-term policies for the management of imported water supplies and its many uses including environmental, water supply, water quality, agriculture, flood protection, water conveyance.
Section 1.02 Water Quality
- Support legislative and administrative efforts to adopt cost-effective drinking water regulations to help ensure the protection of human health and maintain or improve water quality.
Section 1.03 Water Reliability
- In support of the Policy Principles contained herein, West Basin shall continue to pursue and shall support efforts to decrease demand on imported water by further developing local resources.
Arictle II. Regional and Local Resource Development
Section 2.01 Conservation
- Support funding, legislation, regulations and voluntary programs that promote water use efficiency, including:
- Financial assistance to evaluate new technologies, increase public awareness of the need for water use efficiency and new product water efficiency standards.
- Implementation and enforcement of ordinances governing:
- General water waste.
- Retrofit of toilets and showerheads to efficient models upon the resale of real property.
- The Water Conservation and Landscaping Act, as proscribed by § 65591 of the California Government Code.
- The design of water efficient buildings and communities.
- Support legislation that provides funding for programs that promote and increase public awareness of the relationship between water and energy conservation.
- Support legislation and policies that mandate the use of pricing signals that encourage water use efficiency.
Section 2.02 Recycled Water
- Support legislation and policies that facilitate public and private organizations to encourage and promote the use of recycled water.
- Support federal and state proposals to develop new local, state and federal financing for water recycling consistent with the following objectives:
- Increased use of water recycling in California, with specific interest in the West Basin service territory and surrounding areas.
- Research leading to advances in science and technology, health effects assessment, facility and regional planning and innovative demonstration projects.
- Streamlining administrative procedures for loans and federal grants for projects and research.
- Support legislation and regulations that protect or improve the quality of wastewater source water supplies from constituent concentrations that are adverse to recycled water use.
- Support legislation and regulations that result in the streamlining of water recycling regulations and uniform administration consistent with experience gained in operations, public health and environmental protection.
- Support programs and funding for projects that result in increased public education and awareness of water recycling.
- Support legislation and regulations that expand the potential uses of recycled water, consistent with the protection of public health.
Section 2.03 Desalination
- Support policies and actions that build consensus among federal, state, and local policy makers to secure decisions favorable to the development of desalination.
- Support policies and actions that streamline and, or eliminate redundant and overlapping reporting and permitting procedures.
- Support federal and state regulatory and legislative proposals to develop new financing for ocean-water and brackish desalination with the following objectives:
- Increase desalination programs and projects in California
- Develops desalination research and innovation in furtherance of the development of a full-scale desalination facility.
- Support programs and funding for projects that result in increased public education and awareness of the benefits and progression of desalination.
Article III. Grant, Budget and Bond Funding
Section 3.01 Integrated Regional Water Management Planning Act
- Support the continued funding of the Integrated Regional Water Management competitive grant program.
- Support the inclusion of conservation, recycled water, ocean-water desalination and education projects in the identified list of eligible IRWM projects.
Section 3.02 Program and Project Funding
- Support legislation and appropriations that prioritize and fund the development of local water supplies.
- Support legislation and appropriations that provide funding to the local governments, community based organizations, and business communities within the West Basin service area.
- Support state financing for water infrastructure projects that:
- Maintain or improve water quality, including water treatment facilities.
- Provide for more efficient use of existing resources, including conservation, water recycling projects and desalination.
- Provide for more efficient distribution of water supplies, consistent with regional and statewide planning efforts, including conjunctive use.
