What is integrated planning?

Integrated planning is the effective management of resources through collaboration of efforts and cooperation of various entities. The integration of multiple water management strategies via multipurpose projects creates opportunities to meet regional water resource needs, efficiently use fiscal resources, and provide the public with tangible community benefits.

Greater Los Angeles County Region

West Basin is an active participant in the Greater Los Angeles County Integrated Regional Water Management Plan (IRWMP). In 2005 several entities gathered to form a Region to apply for Proposition 50 funding to the Department of Water Resources and the State Water Resources Control Board.

West Basin spearheaded the formation of the South Bay sub-region while efforts were underway in the North Santa Monica Bay sub-region, the Upper Los Angeles sub-region and the San Gabriel and Lower Los Angeles Sub-Region. In late 2005, these four sub-regions decided to join efforts to become five separate sub-regions within the Greater Los Angeles County Region.

 

The Greater Los Angeles County Region has had several accomplishments since its formation including the development and adoption of an Integrated Regional Water Management Plan and the award of $25 Million for 13 projects through Proposition 50. Other accomplishments include:

  • $1.5 Million grant from the State to develop the IRWMP
  • 16 member Leadership Committee and 5 sub-regional Steering Committees formed
  • Balanced geographically and by water element
  • Entities throughout Region contributed $950,000 in matching local funding
  • 1500 projects have been submitted into the Greater Los Angeles County IRWMP website and have also been included in the IRWMP
  • Held more than 30 public stakeholder workshops
  • Received large carve-out of funds in Proposition 84

West Basin's Involvement

West Basin is the Chair of the South Bay sub-region Steering Committee and represents the South Bay sub-region on the Leadership Committee. In addition, West Basin is the contract manager for the consultant team that coordinates efforts for the Greater Los Angeles County Region and helps the Region to achieve its goals. Integrated Regional Plan (IRP) Stakeholder Workshops

The Metropolitan Water District of Southern California is convening a second round of Stakeholder Forums and invites representatives from public and private water agencies, governmental organizations, the business community, environmental organizations and others to review and provide input on the Draft Integrated Resource Plan (IRP). The final, adopted IRP will identify the core resources needed by Metropolitan and its Member Agencies, as well as provide a recommended course of action, to help meet future water supply and delivery needs and challenges.
