Carol W. Kwan was the first Asian-American and the first woman elected to the West Basin Municipal Water District (West Basin) Board of Directors in 1996. She represents the Division III cities of Hermosa Beach, Lomita, Manhattan Beach, Redondo Beach and a portion of Torrance. Director Kwan initiated West Basin’s annual Water Harvest Festival in 1998, a free water education and conservation event. Director Kwan is currently serving as Treasurer of the Board and is Chair of West Basin’s Finance and Administration Committee. She also served as the District’s appointee to the Metropolitan Water District of Southern California’s (MWD) Board of Directors from 1998 – 1999 and 2001 – 2007.

From the age of 15, she was involved in running all aspects of her family’s restaurant business and has since developed successful businesses in media marketing and environmental consulting. In the ‘90s, she served as an environmental consultant to the local water authority in Zhongshan, China. During this period, she helped interpret water reclamation plant plans and consulted on the financial and social feasibility of the project.  Her actions enabled many under-represented people to have access to clean, healthy potable water. She also served on the board of the American Heart Association. Kwan currently serves on the Community Advisory Board of KCET.

Carol Kwan was born in Hong Kong and immigrated to the United States with her family to the South Bay area in 1971.  She graduated from Sacred Heart High School and went to California State University, Long Beach.
